San Mateo County’s Health Department has hired LFA to evaluate their five-year 2005 Federal Adolescent Family Life Programs Care Demonstration Project (Care 2005), a program for teen parents and their families. The goal of this program is to help meet the health care, education, parenting, and social service needs of the teen mothers and fathers, as well as some of the developmental needs of their children. The Care 2005 program represents a significant expansion from the services included in the Care 2000 program. As part of the Care 2000 program, public health nurses, community workers and a mental health counselor provided home visiting and case management services to teen parents. For Care 2005, staff will continue to provide case management via a home visiting model, but the program will also add new components to meet the mental health needs of the clients. Care 2005 will increase individual counseling services, add mental health support groups, pilot play groups for infants and toddlers, and increase youth development activities for all sets of clients, including youth-directed activities to promote reconnection with families of origin. The Health Department hired LFA to conduct an evaluation to understand the effects of the new program components added for Care 2005. The evaluation will answer a range of research questions that address health, educational, and economic outcomes for teen mothers, as well as health outcomes for fathers, and health and developmental outcomes for children.
